A feeling of futility came over Mike Flynn as he took the phone receiver.

What’s the point of even trying? he wondered.

“Agent Flynn here,” he said.

“I hear you want to see municipal police records,” a gravelly voice snarled.

“That’s right. We need to look into arrests that Officer Bill Garrison made before he was killed.”

“And just how is that federal business?”

Mike swallowed down a knot of anger.

“My associate and I are trying to find any linkages among the three recent murder victims,” he said to the police chief. “You know, the murders that look almost certain to be serial killings, the copycat who’s imitating Charles Cameron’s work. Some kind of link could lead us to whoever did this.”

“Your associate? Who might that be?”

Mike rolled his eyes. He was sure Chief Sterling had already heard about his unconventional temporary partner through the law enforcement grapevine.

Get ready for some disapproval.

“It’s Dr. Dylan First, a psychologist with a keen familiarity with Charles Cameron. Since the current killer is imitating his MO, we felt a need for her expertise.”

“So the feds are using shrinks as investigators these days, huh?”

Flynn fought down the urge to tell him that wasn’t any of his business.

“Look, I need to look at those records,” he said instead. “And it seems that I need your permission to do so.”

“Permission denied,” the chief said in a snarling voice.

“But sir—”

“You heard me. The D.C. police are conducting their own investigation into Garrison’s murder. He was one of ours, and it’s up to us to bring his killer to justice. And we’re investigating the other two murders as well. You feds are only going to get in our way.”

This is worse than I expected, Flynn thought.

“Sir, with due respect, I think the FBI can help get a clear view of the big picture—”

“I don’t care what you think,” Sterling said. “Your superior at the FBI is Wayne Crawford, isn’t it?”

Flynn managed not to groan aloud. He knew what to expect next.

“That’s right,” he said.

“Well, the next time you talk to him, tell him to stay the hell off my turf. This isn’t the first time he’s mucked around in my territory. And he’s got a hell of a nerve thinking he understands D.C. better than I do. Just because he’s clawed his way so high up in the federal food chain, he thinks he’s in charge of law enforcement everywhere. Well, he’s not. And be sure to tell him so.”

Flynn said nothing for a moment. He knew there was a lot of personal history at work here. Sterling and Chief Crawford had been rivals for decades now, since back when they were still cadets, and their animosity toward each other had continued unabated as they’d gone into separate branches of law enforcement.

“Is there anything else, sir?” Flynn finally said.

“Yeah, leave that woman in records alone—Tallarico, I think her name is. I just instructed her in no uncertain terms not to talk to you. Don’t make her disobey my orders. You’ll only be making trouble for her.
